Stricter IDC thresholds: how many buildings will be above them?
Geneva compares each building's 3-year average IDC with a "significant" threshold, above which an energy renovation is mandatory. The threshold drops in two steps. Of the 801 buildings with up-to-date data, 26 are above it today. With the same consumption there would be 77 in 2027 and 140 in 2031, about 5 times as many.
Buildings above the significant threshold
Same buildings and same 3-year average, compared with the threshold of each period.
- Above 800
- 650 – 800
- 550 – 650
Projection with today's values: buildings that reduce their consumption before then would leave the group. Colours show how far above the threshold each building is.
Where the buildings are today (3-year average, MJ/m²·yr)
| 3-year average | Buildings | Heated area | Energy | Meaning (indicative) |
|---|---|---|---|---|
| 450 or less | 539 (67 %) | 83 % | 66 % | No obligation |
| 450 – 550 | 122 (15 %) | 11 % | 19 % | Measures required (above 450) |
| 550 – 650 | 63 (8 %) | 3 % | 6 % | Measures required; significant from 2031 |
| 650 – 800 | 51 (6 %) | 1 % | 3 % | Significant from 2027 |
| Above 800 | 26 (3 %) | 1 % | 6 % | Significant already today |
The buildings concerned from 2031 use more energy than their size suggests: this is where each renovated square metre has the largest effect.
Share above 550, by energy source
Heat pumps look lower because their IDC counts the electricity used, not the heat delivered. Groups with fewer than 15 buildings are not shown.

How to read this
- Based on the latest published 3-year average of each building. Values change every year as new declarations arrive.
- 323 buildings without a declaration in the last six years and 73 without a 3-year average are left out.
- The projection assumes consumption stays the same; it is not a forecast.
- Indicative reading only: the cantonal energy office (OCEN) decides which obligations apply to each building.
